දෙමළ ප්‍රශ්නය ගැන ජාත්‍යන්තර අර්බුද කණ්ඩායමේ අදහස් | International Crisis Group on Sri Lankan Tamil issue
(2010 පෙබරවාරි 24-W3Lanka) ලංකාවේ දෙමළ ජනයාට වර්තමානයේදී සන්නද්ධ අරගලයක් වෙත ආපසු යාමට ඇත්තේ අඩු අභිරුචියක් බව ජාත්‍යන්තර අර්බුද කණ්ඩායම නම් ගැටුම් විශ්ලේෂක විද්‍යාර්ථීන්ගේ සංවිධානයේ ආසියානු වැඩසටහන් අධ්‍යක්ෂ රොබට් ටෙම්ප්ලර් පවසයි. එහෙත්, දෙමළ ජනයාගේ සාමූහික අපේක්ෂාවන්ට ප්‍රතිචාර දැක්වීමට රජය දිගින් දිගට ම අසමත් වන්නේ නම්, ඔවුන්ගෙන් ඇතැමෙක් අවසානයේදී ප්‍රචණ්ඩත්වය හරහා විසඳුමක් සෙවීමට නැඹුරු විය හැකි බව ද ඒ සඳහා දෙමළ විදේස්ගත ප්‍රජාවේ ඇතැමුන් උදව් කරනු ඇති බව ද ඔහු පවසයි.
ලංකාවේ දෙමළ ප්‍රශ්නය පිළිබඳ ජාත්‍යන්තර අර්බුද කණ්ඩායමේ අලුත් ම වාර්තාවේ මෙසේ ද සඳහන් වේ. "ලංකාවේ සිටින දෙමළ ජනයා සහ විදෙස්ගත දෙමළ ප්‍රජාව අතර පරතරය පළල් වී ඇත. රටේ සිටින බොහෝ දෙනා දශක ගණනක් තිස්සේ දිග්ගැසුණු යුද්ධයෙන් විඩාපත්ව සිටිති. ස්වාධීන රාජ්‍යයක් වෙනුවෙන් සටන් කිරීම වෙනුවට ඔවුන්ට උවමනා දුෂ්කර තත්වයන් මැද ජීවිත ගොඩනඟා ගැනීමටයි. පොදු දේශපාලන අදහසක් බලාත්මක කිරීම සඳහා එල්.ටී.ටී.ඊ. සංවිධානය නොමැති සංදර්භය තුළ ලංකාවේ දෙමළ නායකයෝ එක්සත් ශ්‍රී ලංකාවක් තුළ ප්‍රාමාණික ප්‍රතිසංස්කරණ යෝජනා කරමින් සිටිති. ප්‍රචණ්ඩකාරී නොවන අන්දමින් බෙදුම්වාදය පැතිරවීමට දෙමළ ජනයාට ප්‍රජාතන්ත්‍රවාදී අයිතියක් තිබෙනමුත් දෙමළ ඊලමට රට තුළින් හා ජාත්‍යන්තරව සහයෝගයක් නැත. වෙන ම රාජ්‍යයක් සඳහා දෙමළ විදෙස්ගත ප්‍රජාවේ අඛන්ඩ ඉල්ලීම් විසින් විදෙස්ගත ප්‍රජාවේ දෙමළ ජනයා ප්‍රචණ්ඩත්වයට කැප වී සිටින්නේ යයි සලකන රාජපක්ෂ රජයේ බිය නඩත්තු කරමින් විනාශකාරී ත්‍රස්ත මර්දන නීති හා හදිසි නීතිය පවත්වාගෙන යාම සඳහා අවසර සපයයි.
බොහෝ දෙමළ ජනයා මුහුණ දී සිටින දේශපාලනිකව කොණ් කරනු ලැබීම සහ අනාරක්ෂිතභාවය නම් වන අර්බුදයේ මූලයන් හේතුවෙන් මතු වන යුක්ති යුක්ත ඉල්ලීම්වලට ලංකාවේ රජය අවධානය යොමු කළ යුතු බව ජාත්‍යන්තර අර්බුද කණ්ඩායම පෙන්වා දෙයි. ජාත්‍යන්තර ප්‍රජාව වඩා බලවත් ලෙස දේශපාලන හා ව්‍යවස්ථා ප්‍රතිසංස්කරණ සඳහා ලංකාවේ රජයට බල කළ යුතු බව ද ප්‍රතිසංවර්ධනය සඳහා ලබා දෙන ආධාර සමග සමාජය මිලිටරිහරණය කිරීමේ හා ප්‍රජාතන්ත්‍රීයකරණයේ කොන්දේසි බැඳී තිබිය යුතු බව ද කණ්ඩායම වැඩි දුරටත් පෙන්වා දෙයි. දෙමළ හා මුස්ලිම් ජනයා බහුතරය ලෙස ජිවත් වන ප්‍රදේශවල අනාගතය තීරණය කිරීමේ තේරුමක් ඇති භූමිකාවක් ඔවුන්ට ලබා දීම ද මෙයට ඇතුළත් විය යුතුය. යුද්ධයේ අවසන් මාසවලදී මිය ගිය දහස් ගණනක් දෙමළ සිවිල් වැසියන් පිළිබඳව ස්වාධීන පරීක්ෂණයක් පැවැත්විය යුතු බවට එක්සත් ජාතීන්ගේ සංවිධානය බල කළ යුතුය.
“Tamils in Sri Lanka currently have little appetite for a return to armed struggle”, says Robert Templer. “But should the Sri Lankan state continue to fail to respond to their collective aspirations, some may eventually seek a solution through violence and could find willing partners in the diaspora”.
The gap between the diaspora and Tamils in Sri Lanka has widened. Most in the country are exhausted by decades of war and are more concerned with rebuilding their lives under difficult circumstances than in continuing the fight for an independent state. Without the LTTE to enforce a common political line, Tamil leaders in Sri Lanka are proposing substantial reforms within a united Sri Lanka. While Tamils have the democratic right to espouse separatism non-violently, Tamil Eelam has virtually no domestic or international backing. With the Sri Lankan government assuming Tamils abroad remain committed to violent means, the diaspora’s continued calls for a separate state feed the fears of the Rajapaksa administration and provid e excuses for maintaining destructive anti-terrorism and emergency laws.
The Sri Lankan government must address the legitimate grievances at the root of the conflict: the political marginalisation and physical insecurity of most Tamils in Sri Lanka. The international community needs to press Colombo much more strongly for political and constitutional reforms. Donors should insist that money given to redevelop the north and east is tied closely to the demilitarisation and democratisation of the region. This should include giving Tamils and Muslims a meaningful role in determining the future of the areas where they have long been the majority. Donor governments and the United Nations must also insist on an independent investigation into the thousands of Tamil civilians killed in the final months of 20fighting in 2009.
