රාජ්‍ය දේපල පෞද්ගලීකරණය ගැන ස්ථාවරය කුමක්ද?
(2010 ජුනි 06, W3Lanka) භීතිය විකිණීම අපි ප්‍රතිපත්තියක් වශයෙන් හෙළා දකිමු. එහෙත්, ජුනි 05 දිවයින පුවත්පතේ සඳහන් පහත පුවත විශ්ලේෂණය කර බලන්නැයි අපි ඔබෙන් ඉල්ලා සිටිමු.
"පාඩු ලබමින් පවත්වාගෙන යනු ලබන ආයතන සම්බන්ධයෙන් ගතයුතු පියවර පිළිබඳ අධ්‍යයනය කිරීම සඳහා අමාත්‍යාංශ කිහිපයකින් සමන්විත කමිටුවක්‌ පත්කිරීමට රජය තීරණය කර තිබේ.
රාජ්‍ය සම්පත් හා ව්‍යවසාය සංවර්ධන අමාත්‍යාංශය, මුදල් හා ක්‍රමසම්පාදන අමාත්‍යාංශය, කර්මාන්ත හා වාණිජ කටයුතු අමාත්‍යාංශයේ නියෝජිතයන් හා ශ්‍රී ලංකා මහ බැංකුවේ නියෝජිතයෙක්‌ එම කමිටුවට අයත් වෙති.
පාඩු ලබමින් පවතින එහෙත් සුවිශේෂී හේතු නිසා ලාභදායී තත්ත්වයට පත්කළ නොහැකි ආයතන සම්බන්ධයෙන් ගතයුතු ක්‍රියාමාර්ග මෙම කමිටුව විසින් අධ්‍යයනය කර වාර්තා කිරීමට නියමිතය. මෙම කමිටුව පත්කිරීමට ඇමැති මණ්‌ඩලයේ ද අනුමැතිය හිමි වී තිබේ."
පසුගිය කාලයේ මහින්ද රාපක්ෂ රජය පුන පුනා කීවේ තමන් රාජ්‍ය දේපල පෞද්ගලීකරණය නො කරන බවයි. එබැවින් 'සුවිශේෂී හේතු නිසා ලාභදායී තත්ත්වයට පත්කළ නොහැකි ආයතන සම්බන්ධයෙන් ගතයුතු ක්‍රියාමාර්ග' යනු පොතේ හැටියට නම් ඍජු හෝ වක්‍ර පෞද්ගලීකරණය විය නො හැකි ය.
2001 සිට පැවති රනිල් වික්‍රමසිංහ රජය 2004දී පෙරළා දමන්නට ජනතාව බල මුළු ගැන්වූ ප්‍රධාන කාරණය වුණේ රනිල්ගේ නව ලිබරල්වාදී ප්‍රතිපත්ති අනුව රාජ්‍ය දේපල පෞද්ගලීකරණය කරන්නේ ය යන බියයි.
මහින්ද රාජපක්ෂ ආණ්ඩු බලය දිනා ගත්තේ මේ භීතිය විකිණීමෙනි. ජවිපෙ, ජාතික හෙළ උරුමය හා පැරණි වමේ පක්ෂ ද ඒ සඳහා හවුල් වූහ. මේ සිදු වන්නේ රාජ්‍ය දේපල විකුණා දැමීම නොවන බව ජනතාවට තහවුරු කිරීමේ වගකීමක් ඔවුන්ට තිබේ.
පෞද්ගලීකරණ ප්‍රතිපත්ති සඳහා ආණ්ඩුවට ජන වරමක් නැත.

Privatization should be taboo for this government. Yes on principle, on election manifesto ‘mahinda chinathanaya’ it is right. This government of almighty does not have a moral right to do it. But again who cares for moral rights? Do we believe on ethical issues? Do our governing gods believe on them? And in reality out illiterate polity does not have any clue on those. It is just a vote grabbing issue at the time of election. Just like constitutional reforms. And we fall on our knees and embrace them and just forget.
ReplyDeleteIn reality should we privatize? Yes we should. That is the ideal situation. But again you will argue and say we should try to make them profitable with government taking initiative. Look back on the things government has done in the past! What do they do? Appoint all cronies, family or candidates who loose in elections to head these institutions. Good example is how many our friend ‘Panchayude/WW has appointed to his ministries, Almighty’s family and relations, and the story goes on on......How many of these appointments are transparent? That does not mean the private sector is holier than the state cow. When Supreme Court give decisions (assuming they were the correct decisions), and place strictures on some institutional heads, we still rehabilitate and reward them with better positions and perquisites. There are plenty of examples on these issues. When we all know ministers have screwed up their ministries, we give them some times more important cash cows. So where does this end? Do we have solution for all these?
Dear Editor, whilst admiring your idealism, you too have to realize in actual world things does not function as we idealize. The recent cricket board fiasco was another good example. So what we can do is to minimize the damage these assholes do to our nation, we should allow the legislature to do the policy issues, not that 8th grade passes are capable, but we have elected them, so we can leave the economic and other issues to may be to private sector with a more credible tax structure and regulatory bodies to monitor rather than ruining all these institutions with the political crap we have. I am sure in your heart you will agree with me.
How about privatizing all the ministries and the government??? If we do that, we can run the whole country with a few efficient ministers and have an economical government that will not waste public funds.
