පළාත් පාලනය ජනතාවගෙන් ඈත් කරන අලුත් ඇප මුදල්
මෙතෙක් පැවති ක්‍රමයට අනුව දේශපාලන පක්ෂ ඇප මුදල් තැන්පත් කිරීමක්‌ අවශ්‍ය නො වීය. ස්වාධීන කණ්‌ඩායමක අපේක්‍ෂකයෙක්‌ රුපියල් දෙසිය පනහක තැන්පත් කළ යුතු විය.
පළාත් පාලන දේශපාලනයේදී නව ඇප මුදල් සුළු ගණන් නො වේ. එහෙයින් විශාල අරමුදලක් නැති කුඩා පක්ෂවලට හා ස්වාධීන දේශපාලකයන්ට මෙය බලපානු ඇත. පළාත් පාලන ඡන්දයේදී කණ්ඩායම් ඉදිරිපත් කිරීමට හැකි වනු ඇත්තේ ධනවත් දේශපාලන පක්ෂ හා කණ්ඩායම්වලට පමණි. රට පුරා අපේක්ෂකයන් ඉදිරිපත් කරන කුඩා දේශපාලන පක්ෂවලට ඇප මුදල් තැන්පත් කිරීම සඳහා රු. කෝටි ගණනක් අවශ්‍ය වනු ඇත. ජනතා විමුක්ති පෙරමුණ, වාමාංශික පෙරමුණ වැනි පක්ෂවලට මෙම තත්වය බලපානු ඇත.
මහ නගර සභා, නගර සභා සහ ප්‍රාදේශීය සභා ඡන්ද විමසීම කොට්ඨාස ක්‍රමය යටතේ සහ අනුපාත ක්‍රමය යටතේ පැවැත්වීම සඳහාද මෙම පනත් කෙටුම්පත් දෙක මගින් විධිවිධාන සලසා ඇති අතර සියයට 70 ක්‌ කොට්ඨාස ක්‍රමය යටතේද සියයට 30 ක්‌ සමානුපාතික ක්‍රමය යටතේද සභිකයන් තෝරා පත්කර ගැනේ.
කොට්ඨාස ක්‍රමය යටතේ පැවැත්වෙන ඡන්දයකදී එම ප්‍රදේශයේ දේශපාලන ක්‍රියාකාරිකයකුට ස්වාධීනව තරග වැදී ජය ගැනීමට අවස්ථාව නව ක්‍රමය යටතේ හිමි වන මුත්, රු. 20,000ක ඇප මුදල දුප්පතුන් තරග බිමෙන් ඈත් කිරීමට හේතු වනු ඇත.
ඡන්දයට ඉදිරිපත්වන පක්‍ෂයක හෝ ස්වාධීන කණ්‌ඩායමක අපේක්ෂකයකු තෝරාපත් කර නොගත් අවස්‌ථාවකදී ඔහු ලබාගත් ඡන්ද සංඛ්‍යාව, වලංගු ඡන්ද සංඛ්‍යාවෙන් විස්‌සෙන් එකක් නොඉක්‌මවන්නේ නම් එම අපේක්ෂකයාගේ ඇප මුදල රාජසන්තක වේ.
පළාත් පාලන ආයතන යනු ලංකාවේ සභා දේශපාලනයේ පහළ ම අන්තයයි. පුංචි මිනිසකුට දේශපාලනයට පිවිසීමට අවස්ථාව තිබුණු එක ම තැනයි. එතැනත් මුළුමනින් ම ප්‍රධාන දේශපාලන පක්ෂවල ඊනියා ප්‍රභූන්ගේ ආධිපත්‍යයට යට වූ කල මේ රටේ ප්‍රජාතාන්ත්‍රික භාවිතාව හුදෙක් ම මුදල් බලයේ සංදර්ශනයක් බවට පත් වනු නියත ය. මහජනයාට ඉතිරි වනු ඇත්තේ ඒ සංදර්ශනය බලමින් කතිර ගැසීම පමණි.

ඕනෑම සීරියස් අපේක්ෂකයකු 1/20ට වඩා වැඩි ඡන්ද ප්‍රමාණයක් ඉල්ලක කරනු ඇත. එනිසා මෙය අදාළ වන්නේ ඔහේ ඉල්ලනවාට ඉල්ලන අපේක්ෂකයින්ට පමණෙකි. ඔවුන් නොඉල්ලන එක කාටත් හොඳය. එනිසා ඔබේ තර්කයේ වලංගුතාවක් නැත.

ඉල්ලන්නේ ඔහේද නැද්ද කියන එක ඔබතුමාට තීරනය කරන්න බැහැනෙ.ඒක අපේක්ෂකයාගේ අයිතියනෙ.පලාත් පාලන ආයතන යථාර්තයක් වෙන්න නම් ඒක වැඩි වැඩියෙන් මිනිස්සුන්ට සමීප වෙන්න ඕනෙ.ස්වාධීන කන්ඩායම් සහ වෙනත් බලපෑම් කන්ඩායම්වලට වැඩි ඉඩක් ලැබෙන්න ඕනෙ.දෙකෙන් එකට වැඩිය ගන්න කෙනාට විතරක් නියෝජනය දෙන්න ඕනෙ කියන එක නියෝජිත ප්‍රජාතන්ත්‍රවාදය බොහොම පටු විදිහට කියවීමක්.ලැබෙන චන්ද අනුපාතයට අනුව නියෝජනය තීරනය කිරීමයි වඩා ප්‍රජාතන්ත්‍රවාදී.
Agree with TABOO, people who just contest, ( for eg; Sidhdhalepa mudalali contesting for presidential election) will think twice hereafter.

Did you consider the amount of money the election department has to spent facilitating these so called independent candidates. In most cases these independent candidates are just pawns of the main parties. One example is the independent group who won the Colombo MC in the last election.

ReplyDeleteImagine You are a young woman eager to enter politics on your own. You hate the existing system of male domination in politics and also the existing political parties that practically block women in politics. You yearn to form a new party. You think you need not to beg for money from businessman for politics since you will have to pay them back once you are elected in other way. You think you should be able to engage in active politics although you are a small business woman. You want to appear for poor people, especially poor women.
Should I decide you are crazy? You try to rationalize the system of alienating that woman.
I think that a system that do not give way to this woman is incapable to sustain.

You still propagate the same myth.
Rs. 20,000 is a small sum for anyone who seriously consider being elected. The woman will not lose that as long as she gets just one vote above 5%. (In a constituency of 20,000 valid votes she just have to get only 1,001.)
This is the price one should play for getting into the system. If they are serious they will not lose even a cent. If they are not, they have to pay for the cost they make to the society. (not to mention the elections dept)
If one can spend money to become a doctor, engineer, lawyer, mechanic, teacher or even a businessman, why shouldn’t one pay for becoming a politician?
(BTW, most candidates spend several times of this for their own propaganda.)
