පොදු ප්‍රවාහනය නැංවීමට ආයෝජන කරනු!

කොළඹට සෑම සතියේ දිනක ම පිටතින් පැමිණෙන ලක්ෂ 15ක් වන ජනතාවගෙන් ලක්ෂ 10ක් ම එන්නේ බස්වලිනි. ඒ වෙනුවෙන් බස් ගමන් වාර 27,000කට වැඩි ගණනක් කොළඹට පිවිසෙයි. සම්පූර්ණ වාර්තාවක් මෙතැනින් කියවන්න.
බස් මගීන් විඳින දුක ගැන කතා කරන්නට කොයි තරම් දේ තිබෙනවා ද? අපේ රටේ වැඩ කරන ජනතාව නියෝජනය කරනවා ය කියන දේශපාලන පක්ෂ, ජනතාව වෙනුවෙන් පවතිනවා ය කියන මාධ්‍ය, ලංකාවේ මහජන ගැටලු මත පැවැත්ම තහවුරු කර ගන්නා රාජ්‍ය නොවන සංවිධාන මේ ගැන කතා කරනවා ද?
දුම්රිය වඩා වේගයෙන් ගමන් කරනමුත්, ඒවායේ අධික තදබදය නිසා මගීන් මුහුණ දෙන පීඩාව හා අවදානම අධික ය. දුම්රිය මාර්ගවල තවත් දුම්රිය යෙදීමට ඕනෑ තරම් ඉඩකඩ ඇතත් ඒ වෙනුවෙන් ආයෝජනයක් සිදු වන්නේ ම නැත. උදාහරණයක් ලෙස, කළුතර සිට කොළඹ දෙසට උදෑසන දුම්රිය ධාවනය වන ආකාරය සලකා බලන්න.
උදෑසන 6.16 - 6.38 අතරත්, 7.20 - 7.58 අතරත්, 8.05 - 8.36ත් අතරත්, 8.36 - 10.45ත් අතරත් කොළඹ දෙසට දුම්රිය ධාවනය වන්නේ නැත. මෙම කාලයන් තුළදී තව දුම්රිය ධාවනය කළ හැකි ය. එසේම, පෙ.ව. 7.00ට හා 7.20ට ධාවනය වන්නේ මැදිරි හයකින් යුත් කුඩා දුම්රිය දෙකකි. ඒවා ඒ වෙලාවට ප්‍රමාණවත් නැත.
වත්මන් රජය අලුත් දුම්රිය වෙනුවෙන් කිසිදු ආයෝජනයක් කළේ නැත. මේ වන විට ඉන්දියාවෙන් ගෙන්වන ලද රතු පැහැති එස් 11 වර්ගයේ දුම්රිය අබලන් වෙමින් තිබේ. ඒ නිසා ඇතැම් දුම්රිය අවලංගු කිරීමෙන් මගීන්ට දැඩි පීඩාවන්ට මුහුණ දෙන්නට සිදු වේ. මුහුදුබඩ මාර්ගයේ ධාවනය වන සමුද්‍රදේවි, සාගරිකා, හික්කඩුව, රුහුණු කුමාරි, ගාලු කුමාරි ආදී ප්‍රධාන දුම්රිය සියල්ල ම මේ වර්ගයේ ඒවා ය.
දවසකට 165,000කට වඩා මගීන් කොළඹට ඒම සඳහා භාවිතා කරන දුම්රිය වෙනුවෙන් ආයෝජනය නො කළාට, රජයට මැති ඇමති වාහන වෙනුවෙන් ආනයනය කරන්නට නම් සල්ලි තිබේ.
මීට මාස කීපයකට ඉහතදී පෙරටුගාමී සමාජවාදී පක්ෂයේ පුබුදු ජයගොඩ පොදු ප්‍රවාහනය වෙනුවෙන් රජයේ ආයෝජන හා මැති ඇමති වාහන වෙනුවෙන් ආයෝජන සන්සන්දනය කරමින් මෙසේ පැවසී ය.
මැති ඇමැතිවරුන් සඳහා වාහන ගෙන්වීමට මෑත කාලයේ වෙන් කරන ලද මුදල් මෙසේය.
2016 නොවැම්බර් රුපියල් මිලියන 791
2017 පෙබරවාරි රුපියල් මිලියන 543
2017 මැයි රුපියල් මිලියන 330
මාස හයක් තුළ සාමාන්‍ය වියදමට අමතරව වෙන් කර ඇති මුදල රුපියල් මිලියන 1664කි.
පොදු ප්‍රවාහනය සඳහා ආසන්න අවුරුදු කිහිපය තුළ වෙන් කළ මුදල් මෙසේය.

2016 රුපියල් බිලියන 58
2017 රුපියල් බිලියන 51.2
පොදු ප්‍රවාහනය වෙනුවෙන් රජයේ ආයෝජන අඩු කරමින් තිබෙන බව මෙම සංඛ්‍යා දත්තවලින් පෙනේ.
මොකුත් නො කර ඉන්නවාට වඩා මොකක් හෝ කරන එක හොඳ නිසා චම්පිකගේ බස් ලේන් එකත් නරක ම නැත. ඒ ගැන අපගේ විග්‍රහය මෙතැනින් කියවන්න.
මේ වන විට මධ්‍යම පංතික වෘත්තීය සමිති නායකයන්, රාජ්‍ය නොවන සංවිධාන නායකයන්, වාමාංශික පක්ෂ නායකයන්, මාධ්‍ය ප්‍රධානීන්, රජයේ ඉහළ නිලධාරීන් වැනි අය ද බස්වල, දුම්රියවල යන්නේ නැත. බස්වල, දුම්රියවල යන එන මගීන් දෛනිකව විඳවන විඳවීම ගැන මේ කිසිවෙක් දන්නේ නැත. පොදු ප්‍රවාහනයේ ගැටලු මේ කිසිවකුගේ ගැටලු නො වන්නේ ඒ නිසා ය. දේශපාලකයන් ව්‍යාජ අරගලවල පැටලෙන්නේ ද, මාධ්‍යවල ඉඩකඩ දේශපාලකයන්ගේ වැඩකට නැති වල්පල්වලින් පිරෙන්නේ ද මහජන ප්රශ්න ගැන සමාජයේ හඬක් නැති තත්වයක් තුළ ය.
අඩු තරමේ ඇමති චම්පික රණවකට හෝ ඒ ගැන හැඟීමක් තිබීම ගැන සතුටු විය හැකි ය. පොදු ප්‍රවාහනය වෙනුවෙන් ආයෝජන නො කර, තියෙන පාරවල්වල ඉරි ඇන්ද පළියට මේ ප්‍රශ්නය විසඳිය නො හැකි බව රජය අවබෝධ කර ගත යුතු ය.
බස් ප්‍රමුඛතා මංතීරු සාර්ථක ද?
ඔබගේ අදහස් අපි මහත් සේ අගයමු. නිර්නාමිකව හෝ අදහස් පළ කිරීමට අවස්ථාව ලබා දී තිබෙන්නේ එම නිසා ය. එහෙත්, එය අපහරණය නො කිරීම ඔබගේ වගකීමකි. අසභ්‍ය යයි සාමාන්‍ය ව්‍යවහාරයේ පිළි ගැනෙන වචන සම්බන්ධයෙන් සදාචාරවාදී නො වන මුත්, අනුන්ට අපහාස කිරීම සඳහා එවැනි වදන් භාවිතා කර තිබෙන අවස්ථාවලදී ඒවා ඉවත් කිරීමට සිදු වන බව කරුණාවෙන් සලකන්න. එසේම, නීතිමය ගැටලු මතු කරන අදහස් පළ කිරීම් ද ඉවත් කරනු ලැබේ. අදහස් පළ කිරීම සම්බන්ධ කාරණාවලදී සංස්කාරක වගකීම් සමග සහයෝගයෙන් කටයුතු කිරීම බලාපොරොත්තු වෙමු.

I travel everyday from Delgoda to Fort, I spend one hour and 30 mins in the morning and if i leave at 5 from office i have to again spend one hour and 30 mins on the road. I spend close to 20k for fuel every month, at fort parking fee per day is 250, so I spend 5k for parking. I have to spend 15k for toyota lanka service every 4000 kms i drive( toyota recommends 4k though I can stretch it about 5 or 6k). I spend a significant amount of money again on my car loan. car repairs and tire waste is not counted here. its purely because i cant travel by bus.
ReplyDelete1. there are no busesses that i can travel with out getting my cloths dirty(my job requires me to meet top end clients and I cant meet them with sweaty and smelly cloths)
2. I cant use busses cz there are is no definite end time to my work, if i finish at 8 there are no busses from kiribathgoda to my home.
I'm a middle layer manager who earns a modest salary but its not that high as well. My tax money is never spend to resolve the problems i have. the highway to galle, mathara and kandy are no use for me cz i rarely use them.
If im given the oppertunity to travel on time with decency I would really love to travel by public transport cz i dont have the stress of dealing with threewheel and bus idiots on the road.
And I can save a lot of money.I dont use a car to show off,I use it cz i got no other option.
In sri lanka no body really bothers about problems people have. i really dont care about all these stupid saitem issues and other petty issues. people need to undestand that banning vehicle entry to colombo, increasing taxes for vehicles and fuel prices is not the solution. its a more advanced public transport that can help all of us. for an example there is a railway line from port to makola to the old fertilizer, not even a single trance of the track is there now,. people have made houses and removed the track. what a waste. when will we have leaders who wants to resolve the real issue. acutally thse idiots dont have the travelling issue. cz they have police escort who stops the hard working citizen and clear the way for them.

I hope that you should review your attitude which brings so many stupid psychological barriers as returns.
As per my understanding, you are a person try to maintain the life and the character in the society.
smelly... sweating... what are these stupid reasons....
We also have same issues but try to have solutions. Use a "perfume "in good brand. Spending so much money because of smelling.
Guys like you who try to maintain something in the society are the real trouble makers in the country.
Because you do not have sensors on others such as politics, and various social issues.
Because you think that those things are away from you. Eg: SAITAM.
You problem is how to be in the office without smelling.

Thank you for your valuable comment, I do use a proper perfume and my will to stay proper should not be mixed wit my political views, I do spend a lot to maintain my standard as it is essential to my survival in the corporate world, if u do not have first hand experience you might not know what I mean. I do pay a significant portion of my salary as direct and indirect tax and I have the right to expect a proper return from my tax which benifits me and the society in large. That's why I expect a public transport which is timely and let's its users travel with dignity. I have gone to school in th foot board when I was young and I don't wanna do it it now. By the way since you mention saitam. Please educate your self how professors Carlo was pro private uni some time back . It's on you tube. And also study how medical students ruin the first private medical uni in lk and pushed us back to medieval times. I am well aware of current political and economical situation in Sri Lanka and well aware of my role to the society.
DeleteBus lane is widely used all over the world and successful.I live in Brisbane only taxis and buses are allowed on bus lane. There is something else called 'Bus way' is here, that is a dedicated (mostly)two way road build from popular suburbs to Brisbane city.Only public buses are allowed and can travel up to 100KPH speed.Lot of people use this during rush hour.

ReplyDeleteමේ හින්ද හික්කඩුවයි සමුද්‍ර දේවියි පිරෙන්න සෙනඟ. කලුතරින් සෑහෙන්න සෙනග ඉන්න මේ වෙලාවට ඇයි express එකක් වත් දාන්න බැරි? මේ සදහා බලපෑම් කළ නොහැකි ද?
