එම පරිභෝජනයට අනුව සිගරට් සඳහා බදුවලින් 2009දී රුපියල් කෝටි 3780ක ආදායමක් උපයාගෙන ඇති බවද එම පිළිතුරෙහි දැක්වේ. ඒ අනුව, සෑම දුම්වැටියකින් ම ආණ්ඩුව රු. 9ක පමණ බද්දක් අය කරගෙන ඇති බව පෙනේ.
මෙම දුම්වැටිවලින් සිගරැට් කෝටි 10ක් හැර අනෙක් සියල්ල දේශීය නිෂ්පාදනයි. සිය රට දේ සිරි සැප දේ කිව්වාට හැම විට ම එහෙම වන්නේ නැති බව එයින් පෙනේ.
එහෙත්, අපේ රටේ පාලකයන්ට සව් සිරි සැප දීමට මේ දුම් බොන්නන් සෑහෙන බදු ගෙවා ඇති බව පෙනේ. බදු ගෙවන ජනතාවට රජය ගරු කළ යුතු ය. මන්ද ආණ්ඩුව රැක ගන්නේ ඔවුන් නිසා ය.
දුම් බොන්නන්ට ද අයිතිවාසිකම් තිබේ. යමෙකු දුම් බී මිය යන්නට කැමති නම්, එය ඔහුගේ පෞද්ගලික කැමැත්තකි. එහෙත්, සෙසු අය අක්‍රිය දුම් පානයට ගොදුරු කර ගන්නට ඔහුට හිමිකමක් නැතුවා සේ ම, තමන් උරන දුම්වැටිය වෙනුවෙන් ගෙවන මිළට ගුණාත්මක වශයෙන් ඉහළ දුම්වැටියක් ලබා ගන්නට ද දුම් උරන්නන්ට අයිතියක් තිබේ.

එසේ ම, දුම් බොන්නන් කැමති ගෝල්ඩ් ලීෆ් වැනි සුම්වැටි වෙනුවට වෙනත් ආදේශක බලෙන් පොවන්නට ද දුම්කොළ සමාගම උත්සාහ කරයි. එසේ කරන්නේ වෙළෙන්දන්ට ඒවා අනිවාර්යයෙන් ම විකුණන ලෙස බල කිරීමෙනි.
දුම් බොන්නන්ට ඇති ප්‍රශ්න වැනි ම ප්‍රශ්නයක් මත්පැන් බොන්නන්ට ද තිබේ. ආණ්ඩුවට විශාල බද්දක් ගෙවන මත් පැන් බොන්නන්ට පානය කරන්නට සිදු වී ඇත්තේ කසිප්පු මුසු ගල් අරක්කු ය. ගෙවන මුදලට වටිනා අරක්කු ටිකක් බොන්නට ඔවුන්ට ද හිමිකමක් තිබේ.
මානව හිමිකම් ඇත්තේ සාන්ත, දාන්ත, තීන්ත කූඩුවලට පමණක් නො වේ. කන, බොන මිනිස්සුන්ට ද ඒවා ඇත.

ReplyDeleteabove anonymous.. if you pay for something, you are entitled to batter service.. how did it come to your thick head that smokers and alcoholics are exemptions? if government sells liquor and cigars, and if people PAY their hard earned money to buy them, why shudnt they receive better quality liquor and cigars?? smoking and drinking are bad for health.. agreed.. but it's totally irrelevant to this argument..
